Reasons you want a Switchable Ballast: 

If you don't have a switchable ballast you either have a HPS or MH only setup ...only RED or only BLUE light....if you want to use the opposite spectrum with a non-switchable ballast you are required to use a special high cost conversion bulb. 

With a switchable ballast like this you can buy the regular HPS or regular MH Bulbs and spend less money on replacemnt Bulbs and also produce more LUMENS compared to a Conversion Bulb (Conversion Bulbs don't put out the same LUMENS as a Standard HPS or MH Bulb!)
